STEP 4 — Decline mode (specific feedback): For finalists who don't get offers — 1-paragraph specific feedback (not 'great candidate but not the right fit'). Earns goodwill + future referrals.

STEP 5 — Reference + background check coordination: For accepted offers — the message asking for references + the consent to background check. AU Privacy compliant.

STEP 6 — Comms log: Every candidate's communication tracked — what was sent + when + their response. Audit-ready.

OUTPUT: Email template library + SLA dashboard + comms log spec + per-candidate communication thread.
