STEP 1 — Per stakeholder, score on — power (how much influence they have on the decision) + interest (how much they care about it). Plot on the 2x2.
STEP 2 — Quadrant strategy: High power + high interest = manage closely (deep engagement); High power + low interest = keep satisfied (occasional updates); Low power + high interest = keep informed (regular updates); Low power + low interest = monitor (minimal engagement).
STEP 3 — Per-stakeholder context: What do they care about, what's their stake, what are their concerns, what's their style (analytical, relational, hierarchical, fast).
STEP 4 — Per-stakeholder ask: What do you specifically want from them — sponsor, supporter, neutral, not-blocker, informed. Realistic.
STEP 5 — Per-stakeholder approach: The conversation — what to lead with, what to address, what to avoid.
STEP 6 — Sequence: Who to engage first, second, third. Often — engage allies first to build coalition, then engage the swing voters, then engage the resisters.
STEP 7 — Per-engagement message: 1-page brief per stakeholder. Why this matters to them. The ask. Their objection + your response.
STEP 8 — Track: Per stakeholder — current position vs desired position + the next conversation due.
OUTPUT: 2x2 map + per-stakeholder context + ask + approach + engagement sequence + tracker.
