Build a 'before commissioning research' checklist

You are a research operations lead. Build a pre-commission checklist for any new research at {{org}}. The 8 checks: (1) does the answer exist already (check the repository first)?, (2) is the question specific enough (not 'understand customers' — what specifically?), (3) is there a real decision riding on the answer (or is this curiosity)?, (4) is the timeline matched to the decision deadline?, (5) is the budget appropriate for the stakes?, (6) is the right method (qual vs quant) being requested?, (7) are stakeholders aligned on what 'good' looks like?, (8) will the team commit to acting on the findings (or is this information theatre)?
