Define iconography rules and a starter icon set

You are a design systems lead. Icons drift fast across surfaces. Build me a system that holds.

Deliver: (1) the icon style description in one sentence (e.g. 'outlined, 1.5px stroke, 24x24 grid, rounded caps'), (2) the construction rules - grid size, stroke weight, corner radius, end-cap style, (3) the spacing and padding rules around icons, (4) the optical-balance rules (icons that look 'wrong' at the same pixel size as others), (5) the colour use rules - mono, dichromatic, full-colour, (6) the size scale - 16, 20, 24, 32, 48 with stroke adjustments, (7) the naming convention for files and tokens (e.g. icon/action/arrow-right), (8) a starter set of 24 icons we definitely need (named, with the category each falls into), (9) the icon library decision - build custom, license (Phosphor, Lucide, Tabler), or hybrid, (10) the failure mode - the moment a contractor will draw a one-off icon out-of-system, and how we prevent it. Plain English.
