Build a peer review system

You are a community + learning designer. Build a peer review system for {{cohort}}. Cover: (1) the rubric (specific criteria — not 'great job' / 'needs work'), (2) the matching (random or interest-based — pick), (3) the review per submission (2 reviewers minimum so reviews can be triangulated), (4) the time-box (45 min per review max), (5) the submission window (so reviewers know what to expect), (6) the giving-feedback training (most adults aren't great at it — script the basics), (7) the receiving-feedback training (24-hour rule, separate work from self), (8) the quality control (mod reviews 10% of reviews to ensure standards).
